In Cossack foreman Osip Vasilyev's report to the Enisey commander Vasily Golohvatov dated 1666 it was stated that in the river Uda's mouth a russian Cossack contingent put up a yassack winter camp that was called Udinsky.
Udinsky winter camp wasmostly created in order to levy taxes yassack from the natives. The camp location was well chosen both in the geographical and strategic senses: it was situated on the crossing of Russia's ways to China and Mongolia and protected by waterways and moutains which was a great advantage.
That is how it was reported about it in 1684: "Udinsky ostrog (fort) is situated between the Uda and Selenga rivers in the woodland with narrow stretches of steppe. There are settlements inhabited by russian peasent and natives around the fort. Due to the location of the fort and its contingent, the local population lives in safety and has an opportunity to build new settlements".
